So you'll need 19 heroes, plus the Lord, and they all have to survive long enough to get all the good skills, and you have to be lucky to get good items. If you want to go even with regular armies, each of those characters is going to have to be pretty high-levelled, plus they'll need plenty of good items. Something to note about full-hero armies in campaign is that they won't be very practical. The devs added it would be difficult to win because of very small stacks but that it was definitely possible.
